Dell recommends the customer review specifics about the update to determine if it applies to your system. The update contains changes that impact only certain configurations, or provides new features that may/may not apply to your environment.

For systems with Win XP (Home or Professional), ignore all parts of the
documentation which refer to the HomeClick Network Center Software.
In the "Setup" section of the documentation, skip 'Installing the Home
Network Software' part and directly go to 'Installing the HomeConnect
Adapter' step. Once the system is switched on, the WinXP OS
automatically detects the card and updates drivers for it.

1) Run the file from current location or save it to a local directory and
open it by double clicking.
2) Extract to c:\dell\drivers\4E839.
3) After the files are extracted to the directory, the HTM file opens
automatically.
4) If you wish to view the User’s Guide at a later date, please go to
c:\dell\drivers\4E839 and open ‘index.htm’.
